Secretary Juraj Podkonicky opens the meeting at 8.40 hrs. He welcomes all delegations present and thanks Michal Redelbach, previous Secretary of Eurodanube for bringing this organization into life.

 

  1. As first item of the agenda, Mr Podkonicky gives a brief report on the 3rd seminar of Eurodanube, held on 7-9th October 2009 in Vysoke Tatry, SK. At the end of the Slovakian meeting, the delegates accepted the amendment of the Eurodanube Charter, worded by Adrian Stoica, introducing the position of Vice-Secretary, which is currently held by Mr Zsolt Orell.

 

  1. The Secretary presents the action plan for 2009-2012. He emphasizes that the aim of this organization is to be beneficial for all countries of the region. In order to become a strong group under the aegis of UIHJ, it is important to map the situation of the member states. For this reason, three thematic questionnaires were prepared, which, together with a previous, general data inquiry, need to be filled in two weeks’ time. Also, improved exchange of information will be fostered by further developments on the www.eurodanube.eu website.

Eurodanube meetings will be restructured. Seminars should have a three-day set-up, on the first day, there will be an informal dinner where the delegations can inform each other about their current situation. This shall be followed by an international symposium, to which financial, legal, political and media experts, as well as other UIHJ-Euro and OHADA secretaries shall be invited. The latter shall serve the closer co-operation with other UIHJ organizations. The last day would be dedicated to the seminar of Eurodanube members, where findings of the symposium could be formed into resolutions. In the future, there will be three meetings of Eurodanube per year. In spring and autumn, two multi-day seminars will be organized, while the third one should be one day before the November Permanent Council of UIHJ. For year 2010, meetings are scheduled as follows:

    1. Seminar on e-justice, 14-16th April 2010, Pecs, Hungary

    2. 4th annual Eurodanube conference, 22-24th September 2010, Prague, Czech Republic

    3. Winter meeting at Permanent Council, 4 p.m., 24th November 2010, Paris, France

Should there be a need of additional meetings due to urgent needs (eg. due to amendment of enforcement law), any member should feel free to propose the organization of a seminar in its own country.

The agendas and documents of the meetings will be exclusively distributed in an electronic way.

 

  1. Vice-Secretary Zsolt Orell announces that a further task is to set up two groups of experts, one on e-justice and another on training, both of which should consist of three members each. These groups will collect, evaluate and present information about these two fields and should work in close co-operation with the same committees of UIHJ, respectively. Their work will be eased by the questionnaires on e-justice and training. The members of the working groups will be elected on the first thematic e-justice seminar on 14-16th April, 2010, Pecs, HU.

 

  1. Mr Podkonicky acquaints the delegates with the draft Rules of Procedure of Eurodanube. Delegations were given time to study the document and submit further proposals on amendment. The final version shall be adopted on the next Eurodanube meeting in the Czech Republic.

 

  1. Although the Board of UIHJ assured that the Union is not in the position of offering financial resources for the group, Eurodanube will not require members to pay any membership fees in the near future. Therefore it will be the responsibility of each host country to finance the organization of their own seminar, for which contribution with partner organizations (’sponsors’) can be searched for. Multinational banks, insurance or automobile companies would be an ideal solution.
