Yesterday one important article was to be found in Hospodarske noviny, main Czech economical newspaper.
Talking about the complications with executions caused by Banks here.

Because they are overloaded by requests of judicial officers concerning account ballances of debtors in thousands of cases, Which goes to delays and enables to the debtors to manipulate, transfer or lock up  their relevant financial reserves before the warrant of executions is issued.

Czech Bank Association promised to open up the electronic database  for judicial officers soon, possibly at the beginning of 2011.
