4th EURODANUBE MEETING, PRAGUE - CZECH REPUBLIC Array Tisk Array

The 4th EURODANUBE group meeting was held in Prague on October 20th – 22nd 2010. The conference was organized by the Judicial Officers Chamber of the Czech Republic under the patronage of Czech Parliament´s House of Commons Legal and Constitutional Committee. Event was attended by delegations of nine group member countries (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Macedonia, Poland, Slovakia and Romania), with Ukraine as an observer. Conference also got an excellent backing from UIHJ, which sent in two key representatives - president Mr. Leo Netten and director general Mrs. Francois Andrieux. Meeting was moderated by Eurodanube secretary Mr. Juraj Podkonicky.

Official part of the conference was held in the House of Parliament and was opened by President of the Czech Judicial Officers Chamber Mrs. Jana Tvrdková together with President UIHJ Mr. Leo Netten accompanied by important persons of Czech legal and political stage. There were two leading topics discussed at the conference - position of judicial officer within the law system and judicial officers tariff and system of renumeration.

All of the delegates presented their speeches in helpful and constructive manner. Key topics were disscussed in greater detail and conference chairman bestowed a word to each delegation regularly to summarize the problem in the spotlight of their national legal system. It was not a surprise to find that both everyday and long-term challenges that judicial officers across the whole Eurodanube region face are nearly the same. Five major recommendations were adopted on the conference: 1st Judicial officers shall have a separated bank account from the bank account of the management of their office. 2nd Accountancy controls shall be organised by the national judicial officers chambers which will inform its supervision authority of the result. 3rd National chambers subscribe an insurance contract to guarantee the professional and civil liability. 4th Fixed minimum tariff for all kind of enforcement activities shall be set up by law and 5th Database of costs and charges for the common basic enforcements activities shall be set up.

Symposium was accompanied by a culture program. Some delegates enjoyed the visit of the Prague castle, while others were browsing narrow street of the Old town. At the end of the day, everybody met on the banquet supper in the renowned restaurant Peklo, which name means „Inferno“ or „Hell“ in english. But, underneath the glowing torches, atmosphere was much rather approachable than sinister and many topics and details that came short of discussion in the mainday were brought on the carpet.
Prague forum has been rewarded by pleasing appreciation amongst the delegates. Mr. Georgi Dichev,  Chairman of Bulgarian Chamber of Private Enforcement Agents, remarked: „First of all I would like to say, that everything was organized very well and on a very high level. For the first time, after such a forum, we have tangible summary, general conclusions and concrete recommendations.“ Mrs. Bojana Babunska, member of Macedonian delegation appended: „The intelinking of national judicial officer`s chambers in UIHJ Eurodnube group is a very valuable asset for the member countries with regard to the sharing of experiences and adopting some new useful practices already put in place in the other countries.“
Next event is going to be an UIHJ Plenary Board Meeting in Paris 23rd to 25th November 2010.
