Charter “UIHJ - Eurodanube”

It is established within UlHJ a CHARTER untitled “UIHJ EURODANUBE”.
I - Composition
This CHARTER is intended to regulate the international activity of an organisation bringing together the presidents or the HEADS of delegation - or their representative - national chambers or orders or associations of judicial officers depending on the States located around the Danube, meaning belonging to Central and Eastern Europe, including the Baltic States.
The CHARTER could still be extended to the members of the UIHJ dependent on a State close to the one to the signatories to the present charter, insofar as exist either mutual economic relations, or a proven professional interdependence, or finally a major interest in the UIHJ.
The interested organisations are joined together in a group which takes the name of “group UIHJ - EURODANUBE”. They adopt as a common regulation basis the “UIHJ - EURODANUBE” CHARTER.
II - Admission
The admission within the “UIHJ- EURODANUBE” group is pronounced by the Board of the Union after the approval of the representatives of the members of the group.
III – Head office of EURODANUBE
The head office “UIHJ- EURODANUBE” is located at the head office of the UIHJ.
IV - Object
The object of “UIHJ - EURODANUBE” group is to promote a bringing together between the judicial officers of the concerned States, to support a reinforcement of their economic bonds and to give an increased effectiveness in the management of their activities.
“UIHJ - EURODANUBE” will also work in favour of the propagation of an occupation of a homogeneous judicial officer, built on common normative criteria, by privileging the conventional economic axes, that is to say those attached to the activities of service of document, enforcement, debt collecting, without excluding the other subsequent sectors: auction sales, statements pf facts, counselling, etc.
“UIHJ - EURODANUBE” will gather synergies aiming at supporting the implementation of all interactive networks between the judicial officers of the members to the CHARTER, in particular as regards communication, information, debt collecting, etc.
V. - Organisation
“UIHJ - EURODANUBE” does not have any autonomy and remains placed under the authority and the direct administration of the board of the UIHJ.
Actions carried out by “UIHJ - EURODANUBE” will be regarded as undertaken by delegation of the board.
The “UIHJ - EURODANUBE” group will appoint a secretary with the official rank of “permanent secretary of “UIHJ- EURODANUBE” “. He will be appointed for one renewable period equal to the duration ranging between two congresses of UlHJ. In the event of non-renewal at the time of a congress it will be provided for his replacement.
The permanent secretary will be directly subjected to the directives of the president of UlHJ or his deputy to ensure the functioning of “UIHJ- EURODANUBE”.
VI - Conference of the presidents
The presidents of each national organisation sitting at “UIHJ- EURODANUBE” will meet, to the diligence of the president of UlHJ, at least once a year within a meeting, according to a mode which will be adopted jointly, however while taking care to agree upon the least expensive one for the finances of the Union.
Moreover, the president of the Union will be able to decide to gather the group whenever necessary.
VII - Financing
The financing of “UIHJ- EURODANUBE” will be assured on the one hand by the UIHJ and on the other hand by the interested chambers or national organisations.
VIII - Entry into force
The present CHARTER will come into effect as of the signature by the representatives of the interested national organisations,
VIII. - 1 - This CHARTER however will be subjected to the approval of the plenary permanent council of UlHJ.
VIII. - 2 - The board of the UIHJ will be able at all times to decide its abrogation after approval of the permanent council,
